Consulting – Digital Innovation and Rule of Law Advisor


The International Development Law Organization (IDLO) Strategic Plan 2021-2024 identifies digital innovation as one of the areas that offer an opportunity to strengthen the rule of law by not only making justice systems more open and accessible, but also by improving their efficiency and accountability. Digital technologies can play an important role in enabling the delivery of essential justice services, strengthening criminal justice chains, fighting corruption and enhancing accountability. The digital dimensions of policy and regulatory frameworks can also specifically contribute to IDLO’s inclusive economic development and climate justice goals. To advance these key substantive priorities, IDLO has established a Digital Innovation Thematic Group engaging stakeholders from across the organization.


IDLO seeks a Digital Innovation and Rule of Law Consultant to support the Digital Innovation Cluster in the development of a thematic framework and policy paper on digital innovation in the IT sector. rule of law. The consultant works under the direct supervision of the IDLO Director of The Hague office and in close cooperation with the Evaluation Specialist and the multi-stakeholder Digital Innovation Cluster.

The consultant will be responsible for developing a thematic framework on digital innovation for IDLO, as well as a policy brief on “rule of law and digital innovation” that:

  1. Describe the link between digital innovation/emerging technologies and the rule of law and how this affects IDLO’s programmatic work, policy and advocacy engagement, and internal organizational transformation.
  2. Develop entry points to key strategic areas where IDLO has a comparative advantage in digital approaches to advancing the rule of law, such as e-justice systems, in line with the Strategic Plan 2021-2024 IDLO and key global and regional agendas, including the 2030 Agenda, Digital Cooperation Roadmap and Justice for All by 2030.
  3. Identify opportunities for IDLO to expand and strengthen its digital portfolio of programs, policies and research, as well as organizational transformation initiatives based on past experience and current organizational capabilities.

Consulting is home-based (with travel to The Hague, Netherlands)


  1. Develop a thematic framework for action, highlighting strategic areas and entry points for IDLO to consolidate programmatic, policy, research and internal organizational transformation work under the digital innovation portfolio , including a stakeholder map and budget;
  2. Write a guidance note on “digital innovation and the rule of law”, including a communication brochure;
  3. Conduct internal consultations with relevant IDLO departments and country offices to gather views and inputs on IDLO’s strengths and opportunities in the nexus between digital innovation and the rule of law sector ;
  4. Conduct external consultations with partners and key stakeholders to gather information on key priorities and views; and
  5. Perform other tasks as requested.

Job requirements


  • Advanced university degree in law, technology, international development, human rights or related field.

Professional experience

  • More than seven (7) years of relevant professional experience in the development of strategies and action plans, policy work, research or similar in the field of activities related to the rule of law.
  • In-depth knowledge of – and experience with – issues related to the rule of law, primarily in fragile, post-conflict and developing contexts.
  • Experience in the development and/or implementation of digital/technology-related projects or research is highly desirable.
  • Previous experience of working with international organizations, the United Nations system, international NGOs or research centers, in particular on digital/technological themes, will be an asset.
  • Working knowledge of English (proficient – level C)

terms and conditions

The consultation will be at home for the period from November 7, 2022 to April 30, 2023. The total fixed remuneration for the mission will be 30,000 EUR. Payment will be made upon receipt of high quality deliverables and after approval by the supervisor, according to the mutually agreed schedule. IDLO will be responsible for payment of the following expenses:

Standard mission coverage for any field or headquarters travel, which includes return travel in accordance with IDLO’s policies and procedures; visa fees; lodging; per day; medical and mission insurance. All taxes payable are the responsibility of the Consultant. Time is running out and the agreed deadlines must be respected for the full payment of compensation.
